Claude Opus 5.5 Deployment Fails in Microsoft Foundry – “This purchase cannot be completed” (0x409)

Hi,

I’m trying to deploy Claude Opus 5.5 in Microsoft Foundry, but every attempt fails with the error “This purchase cannot be completed.”

My Azure subscription is active, I have sufficient quota, and my billing is working correctly.

I’ve tried deploying multiple times, but it always shows “Failed.”

Does anyone know why this happens or how to fix it?

Thanks!

“This purchase cannot be completed” with 0x409 for Claude Opus 5.5 indicates that the Marketplace-backed Anthropic offer cannot be enabled for the selected subscription; stop retrying and open a Marketplace support request asking Microsoft to review the subscription’s eligibility or allowlisting status.^1^

    Open the correct support request

    1. In the Azure portal, open Help + support → Create a support request.
    2. Select:
      • Issue type: Billing or Subscription management
      • Problem type: Marketplace
      • Problem subtype: the closest purchase, eligibility, or subscription option
This route is documented for Marketplace checkout and subscription problems and does not require treating the failure as a quota issue.^2^
    3. Include:
      • Model: Claude Opus 5.5
      • Exact message: “This purchase cannot be completed”
      • Error: 0x409
      • Azure subscription ID
      • Foundry resource name and deployment region
      • Failed deployment’s correlation ID
      • Approximate attempt time and time zone
      • Request: Review Marketplace eligibility and any subscription-level block or allowlisting requirement for the Anthropic Claude offer

Do not post the subscription ID or correlation ID publicly; provide them only through the private support case.

    Suggested ticket text:

Claude Opus 5.5 deployment fails during the Marketplace purchase/
entitlement stage with “This purchase cannot be completed” and 0x409.

The subscription is active, billing is valid, and quota is available.
Please review Marketplace eligibility and any subscription-level
security or allowlisting block for the Anthropic Claude offer.

    Subscription ID: [provide privately]
    Region: [region]
    Correlation ID: [correlation ID]
Attempt time and time zone: [timestamp]

Verify eligibility while support reviews the block

Quota alone does not establish Claude eligibility. Claude requires Marketplace access, a supported paid subscription type, an eligible billing market, and appropriate permissions. Unsupported cases currently include CSP subscriptions, Enterprise Accounts in South Korea, subscriptions without active pay-as-you-go billing, and sponsored subscriptions that use only Azure credits.^3^

    Check these conditions:

    • Subscription type and billing market: If the subscription falls into an unsupported category, use another eligible paid subscription associated with a supported billing market.
    • Marketplace policy: Ask the tenant or billing administrator whether Marketplace purchases are disabled, restricted to free offers, or controlled by Private Marketplace.
    • Private Marketplace: If enabled, the Anthropic offer must be approved in the organization’s allowed collection.
    • Permissions: The deploying identity needs Contributor or Owner on the resource group and permission to subscribe to Marketplace model offerings.^3^

Microsoft Marketplace also documents purchase failures caused by EA settings, unsupported billing regions, missing payment instruments, CSP subscriptions, Private Marketplace allowlists, spending caps, and Azure Policy.^4^

    Confirm the detailed deployment error

Open Azure portal → Monitor → Activity log, select the failed deployment operation, and copy its error details and correlation ID. The Activity Log can distinguish a Marketplace eligibility rejection from regional availability, permissions, or a service-side provisioning failure.^5^

If the detailed message instead identifies an unsupported region, select a region where the exact Opus model/version is available. If it identifies Marketplace policy or Private Marketplace restrictions, the tenant administrator must enable or approve the purchase. Repeated deployment attempts will not clear a subscription-level eligibility block.

Likely cause: this error is usually a commerce/entitlement or regional-access gate (not quota) for the model offer, so deployment fails before capacity checks complete.

    1. Verify model + region availability for your exact hub/project region

    1. Check subscription offer and commerce permissions

    1. Validate resource provider and policy constraints

    1. Capture failure details from Activity Log

    1. Retry in a known-supported region and compare
      • If a second region works, the issue is likely region/entitlement specific.
      • If all regions fail with the same purchase error, open a support request with correlation IDs and subscription ID for commerce-side investigation.

    Validation checks:

    • az provider show -n Microsoft.CognitiveServices --query registrationState returns Registered.
    • Activity Log failure reason is captured and attached to support ticket.
    • A/B test in another supported region confirms scope (regional vs subscription-wide).
