Claude Opus 5.5 deployment blocked by MarketplaceSubscriptionCannotBeCompleted — HIT allowlisting required

I'm trying to deploy Anthropic Claude Opus 5.5 (claude-opus-5-5) in Microsoft Foundry using my Azure Pay-As-You-Go subscription.

My Claude Opus 5.5 quota has already been approved, but every deployment attempt fails with:

Error code: MarketplaceSubscriptionCannotBeCompleted

Backend error message:

"Unable to create a model deployment for model claude-opus-5-5. If the error persists, please contact HIT (Human Intelligence Team) via this link: https://go.microsoft.com/fwlink/?linkid=2101400&clcid=0x409 and request to allowlist the Azure subscription."

What I've tried:

  • Confirmed my Azure subscription is active and enabled.

Obtained approved quota for Claude Opus 5.5.

Attempted deployment through Microsoft Foundry.

Examined Azure Activity Logs and confirmed the underlying Marketplace subscription error.

Opened a Marketplace/Billing support ticket requesting allowlisting.

Microsoft Billing Support redirected me to Technical Support.

Attempted to create a technical support request, but Azure requires purchasing a support plan starting at $29/month.

My questions:

What is the official procedure to request HIT allowlisting for Anthropic Claude models in Azure?

Is paid technical support genuinely mandatory just to request Marketplace purchase authorization for an already quota-approved model?

Can a Microsoft moderator escalate my request to HIT or the appropriate Marketplace entitlement team?

Are there any additional subscription eligibility requirements that I can verify or satisfy myself?

Can Microsoft provide a free administrative/Marketplace authorization route rather than requiring a paid technical troubleshooting plan?

I'm not requesting troubleshooting of my application code or additional quota. I need my Azure subscription to be authorized to purchase and deploy the model.

If possible, could a Microsoft employee contact me privately so I can provide the subscription ID, deployment correlation ID, and support case number?

    Hello DxkDxk Dish,

Greetings! Thanks for raising this question in the Q&A forum

MarketplaceSubscriptionCannotBeCompleted occurs before the Claude deployment is provisioned. Your approved Claude Opus 5.5 quota confirms model capacity authorization, but it does not authorize the Azure subscription to purchase Anthropic’s Marketplace offer. The explicit HIT allowlisting message indicates a subscription-level Marketplace eligibility or entitlement decision.

    Verify the supported subscription requirements

Claude requires a paid Azure subscription with an active pay-as-you-go payment method and a billing country or region supported by Anthropic. The following subscription types are not currently supported:

    Cloud Solution Provider subscriptions

Student, free-trial, or startup credit-based subscriptions

Sponsored subscriptions using only Azure credits

Enterprise Agreement accounts located in South Korea

Confirm these requirements in Foundry Models from partners and community.

    Check Marketplace purchasing controls

    Confirm that:

Paid Marketplace purchases are enabled on the billing account.

The deploying user is an Owner or Contributor on the Azure subscription.

A valid payment method is associated with the billing account.

If Azure Private Marketplace is enabled, the Claude Platform on Foundry offer is approved in a collection that includes this subscription.

No Azure Policy or billing-account purchase control blocks partner offers.

Microsoft documents the required settings and roles in Enable Marketplace purchases and Marketplace roles and permissions.

    Confirm both relevant regions

The billing account’s country or region determines whether Anthropic permits purchase of the offer. The Foundry resource region separately determines whether the model and deployment type are available. Passing one check does not imply passing the other.

Claude Opus 5.5 requires an Anthropic Marketplace subscription and supports the deployment types listed in Claude models in Microsoft Foundry.

Request HIT review through Microsoft Support

Microsoft does not document a public HIT form, portal blade, API, or CLI command for customer-managed allowlisting. The official Foundry troubleshooting guidance says that when Azure Marketplace rejects creation of the model subscription, contact support and include the subscription ID.

Ask that the existing case be reassigned internally with this summary:

Marketplace entitlement review requested for Anthropic Claude Platform on Foundry.

    Deployment error: MarketplaceSubscriptionCannotBeCompleted
    Model: claude-opus-5-5
    Quota: Approved
Required action: Review Marketplace purchase eligibility and route to the
Marketplace commerce/entitlement team or HIT for the allowlisting decision.
This is a subscription-level Marketplace transaction failure, not an
    application-code or quota troubleshooting request.

Provide the subscription ID, billing-account type and country, Foundry resource region, deployment timestamp in UTC, Activity Log correlation ID, full backend error, and existing support case number only through the secure support case.

    Avoid repeated simultaneous deployment attempts

Microsoft notes that Marketplace model-subscription creation can also be rejected after repeated or simultaneous subscription attempts. Stop retrying while the entitlement review is pending, then perform one deployment attempt after Microsoft confirms the subscription state.
