    Dear LouV11,

Thank you for reaching out. To investigate further, we first need to confirm the type of Outlook account affected.

Could you please clarify whether the impacted Outlook account is an Office 365 business account or a personal Outlook.com account?

    • If these accounts are Office 365 business accounts, I recommend raising a support ticket via the Microsoft 365 Admin Center. A live agent will be able to review sign-in logs, diagnose any access restrictions, and work toward resolving the issue. For detailed instructions on how to get support, please refer to Get support - Microsoft 365 admin. Please note that if you’re an end-user, please coordinate with your Office 365 Global Administrator to handle this step.
    • If the Global Administrator (GA) account is also locked, preventing access to the Admin Center, please reach out to Microsoft’s hotline support instead for urgent assistance. Customer service phone numbers - Microsoft Support
    • If the affected accounts are personal Outlook.com  accounts, this issue needs to be addressed by Microsoft Personal Support, which specializes in resolving Outlook.com-related errors. Please go to the below link for seeking help: How to get support for Outlook.com - Microsoft Support

Please feel free to reply below if you have any update or further concern.

    Best regards,

Doris V - MSFT | Microsoft Community Support Specialist
