To better understand your situation, could you confirm whether your Outlook version is Outlook 2016 MSI?
If that is the case, Outlook version 16.0.4266.1001, which is lower than version 16.0.4600.1000, does not support connecting to Exchange Online. This is mentioned in the following document: New minimum Outlook for Windows version requirements for Microsoft 365 | Microsoft Community Hub
To update Outlook 2016 MSI to the latest version, you can install the July 1, 2025, update for Outlook 2016 (KB5002747) - Microsoft Support, you may try the following approach:
