I'm trying to sign up for a Microsoft 365 Business Standard trial (Hong Kong region) for my company. The signup consistently fails at the "create organization" step, right after I enter the company information, domain, and phone verification.

The error is:

  • Error code: 715-123280
  • EventId: [Moderator note: personal info removed]

Key details:

  • No tenant or admin account was ever created, so I cannot access the admin center to open a support ticket.
  • I've tried multiple email addresses (three different ones) — same error every time.
  • I've tried different networks, including a clean local connection — still 715.
  • Phone verification with my Hong Kong number passes; the failure happens only at the final "create organization" submit.
  • My domain is [Moderator note: personal info removed].com (I fully control its DNS). I'm concerned a failed signup may have left it in a half-created/locked state.

Questions:

  1. What does error 715-123280 at the create-organization step usually indicate, and how can it be cleared?
  2. Could my domain [Moderator note: personal info removed].com be stuck in a failed/partial tenant, and if so how do I release it?
  3. Since I have no admin account, what is the correct way to reach Microsoft support to investigate this on the backend?

    Hi Jinxiao Xue

Please understand that this is a public peer-to-peer community forum. We are not Microsoft Support, and as a moderator, I do not have access to Microsoft's internal systems or the ability to escalate cases directly to Microsoft's internal teams. We can only provide guidance based on publicly available information and community experience.

Based on my research, error code 715-123280 is typically related to backend provisioning or sign-up validation processes. In some cases, it may also be associated with billing or subscription setup processes during the sign-up flow.

In this case, the most appropriate next step is to contact Microsoft Support for further assistance: Customer service phone numbers - Microsoft Support

To connect directly with a real person, the call must include the term AdminCenter, and the role must be specified as Global Administrator. In the description of the request, the term AdminCenter must also be mentioned. During the telephone dialog, if asked about another administrator, you can answer “no.” The call will then be forwarded to a real support agent, and a service request can be created.

You may also find this similar case helpful for reference: Please reach out to support for additional assistance. Error Code: 715-123280 - Microsoft Q&A

    Thank you for your understanding.
