Computer won't turn off when pressing "Shut down", have to use power button

Me and several of our users have been having this problem on HP laptops with Windows 10 and 11. When trying to turn off the computer with the "Shut down" option in the Start menu, it gets stuck on "Shutting down" with the fans still running, sometimes for more than 40 minutes. The only way we've been able to properly turn them off is by pressing and holding the power button.

We've tried to fix it by installing new BIOS drivers from HP, and this solved the issue for a few days, but now this fix has stopped working for several users. We would like a more permanent solution to make sure this problem doesn't come back or cause more issues.

Do you have a lot of software running in the background or some 3rd party cloud or backup software running in the background?

Hi, I am Dave, I will help you with this.

Open the old Control Panel (not the settings app)

At the top of the old Control Panel, set view to icons

    Open Power Options

On the left, click 'Choose what the power buttons do'

At the top right, click 'Change settings that are currently unavailable'

Under 'Shutdown settings' disable 'Turn on fast startup'

Save that and close Control Panel, then restart (not shut down) your laptop to apply that change.

    Hi,

This fix seems to have been a partial success. The shut-down now seems to work, but it takes around 5-10 minutes to complete. If there are any ways to make this time shorter it would be greatly appreciated.

    Kind Regards,

    E.W.

Hi E.W., download this registry file:

    https://www.elevenforum.com/attachments/turn_of...

Right click that reg file and select 'Merge', then confirm the merge.

Restart your PC to apply that change

That will have disabled the Fast Startup setting

if you ever want to re-enable Fast Startup, you can use this registry file:

    https://www.elevenforum.com/attachments/turn_on...

    Hi Dave,

Thank you for your reply. Unfortunately, I can't seem to find the 'Turn on fast startup' setting under Shutdown settings. Is there another way to disable it, or something that has the same effect?

    Kind regards,

    E.W.
