The restore isn’t failing because the backup is broken. It fails because Azure blocks new MySQL Flexible Server creation in that region. A restore creates a new server from backup, and that step hits ProvisioningDisabled.

DeploymentFailed / ResourceDeploymentFailure → generic deployment errors

ProvisioningDisabled → region provisioning is restricted for MySQL Flexible Server due to capacity or subscription limits
Restoring from backup always creates a new MySQL Flexible Server. If backups are local (non-geo-redundant), you can only restore in the original region. If that region is restricted, restore fails.

If geo-redundant backup was enabled: perform a geo-restore to another region where MySQL Flexible Server is available.

If geo-redundant backup was NOT enabled: open a support request to allow provisioning in that region.
