From reading what you have put in your question, it could be that Microsoft is detecting too many accounts being created from a single IP address. Please can you try creating the Microsoft account on a different network?
If you are using a VPN, please try turning your VPN off when creating the account. This could also block the account from being created.
If you have a computer running Windows 11, you can create the Microsoft account through the Windows Settings app. Please go to: Start > Settings > Accounts > Other Users > Add account
You should be able to create an account through that method.
If your work is asking you to create an account, for work purposes, you may want to purchase a Microsoft 365 subscription that allows you to create multiple accounts on your own tenant that you can use for work purposes.
