How to address MVI submission rejection due to missing ELAM driver signature in Security Center?

We are currently in the process of registering for MVI. However, when submitting MVI, the registration at the Security Center was not completed, and the submission program was rejected. In order to register at the Security Center, the ELAM driver needs to be signed, but it cannot be signed because it is not listed in the MVI list. How should we respond in this situation?
