I am looking for advice because I cannot contact Azure Billing Support through the Azure Portal.
Background
I created an Azure subscription named Azure OpenAI Sandbox for personal learning and testing.
The resources I created included:
- Azure OpenAI
- Azure AI Search
- API Management
- Storage Account
- Azure Key Vault
After finishing my testing, I deleted all Azure resources.
Later, I unexpectedly received a bill for JPY 374,822.
According to Cost Analysis, almost the entire charge comes from Azure Key Vault.
Approximately:
- Azure Key Vault: JPY 321,399
- Azure AI Search: JPY 28,648
- API Management: JPY 8,642
- Azure OpenAI Models: JPY 1,300
- Others: very small
I also disabled the entire Azure subscription immediately after noticing the unexpected charges.
Problem
When I try to request a refund or create a Billing Support Request, Azure Portal always redirects me to the self-help page.
If I choose Request Refund, I receive the following message:
This invoice is not eligible for Priority Refund. Please contact Support.
However, Azure Portal does not allow me to actually create a Billing Support Request.
Therefore I have no way to contact Azure Billing.
Questions
- How can I contact Azure Billing Support when the portal does not allow me to create a support request?
- Could Microsoft investigate why Azure Key Vault continued generating such a large amount of charges after I had already deleted all Azure resources?
- Is there another Billing Support channel available when the Azure Portal cannot create a support request?
