Copilot Cowork Shows 'Not Delivered' / Skeleton Loading Error When Submitting Prompts

Hello Microsoft Support Team,

We are currently experiencing an issue with Copilot Cowork.

When entering a prompt, the request is not processed successfully and sometimes displays messages such as:

  • "Not delivered. Retry?"

"配信されていません"

or the screen gets stuck in a skeleton/loading state.

We have already tried:

refreshing the session

creating a new chat

shortening the prompt

clearing browser cache/cookies

However, the issue still occurs intermittently.

Could you please help us confirm:

What is the root cause of this issue?

Is this related to Frontier/Cowork preview limitations or backend timeout?

Are there any known limitations regarding prompt size, scheduled tasks, or Microsoft Graph context retrieval?

Is there any recommended workaround or configuration to avoid this issue?

    At this time, we don't have any official information from Microsoft about this issue, and we don't have the ability or permission to access back-end systems to check what might be happening in the background. Therefore, we regret that we cannot give you a more concrete answer here.

    The behavior you're experiencing is often related to network problem. You may take some suggestions bellow to see if they help:

    • Try again another time.
    • Change your network if possible.
    • Use custom DNS such as Google (8.8.8.8 and 8.8.4.4) or Cloudflare (1.1.1.1 and 1.0.0.1) or etc.
    • Use network from mobile hotspot.
    • Try with another computer or device.
