Changing outlook account on computer while old one is compromised and inaccessible

I have a Windows 11 AX18PRO, my personal outlook was compromised and the person who hacked it changed my passcode, username, and removed all of my PINs/Backups. I can't sign into my computer even with my new outlook and it keeps telling me to reset my PIN for the old one. I want to do a "Hard reset" where it doesnt go into Recovery but perhaps I get logged out like a brand new computer? Please help!
