I need to get an Outlook email taken down as scammers are using my name and reaching out to my contacts to try and scam them.

Spoofing (where a spammer make the email look like it came from you) is fairly common. Please follow the AI Answer suggestions for how to report it. If you are not satisfied with the results, please leave a comment on this Answer and I'll try to help.

That part concerns me. How would the spammers know your contacts without having access to your account?

I would suggest that go thru the steps in the answer linked below, to secure your account and revert any changes that may have been made.

I went to the link posted in AI to report this and tried to click on the topic link below but it does not work. It shows to report this at [email protected] but that email does not work either (bounces back).

I did report this issue to ******@office365.microsoft.com 3 weeks ago but apparently they did not take down the Spammers Outlook email account as just yesterday I had more than five of my contacts inform me that they received the phishing emails. The reasons why they have my contacts is that I was hacked about 5 months ago. When this happened, I did reset my password and 2 way authentication but by then it was too late, they already had my contacts and then created an Outlook account that uses the same name as my Gmail account. The only way I see to get this resolved is that Microsoft has to take this fraudulent phishing seriously and take down the Outlook email account. I sent them several examples of the phishing emails that my contacts forwarded to me but they are not acting or responding. see screenshot of the email that the scammers are sending to my contacts. It's always the same.

As far as I can tell, there is no web site or email address that you can use for reporting this kind of problem with any reasonable expectation of results.

All I can suggest is that you ask your contacts who received the spam to right-click the message in Outlook and use Report > Report phishing (or whatever is appropriate for their email service). That is Microsoft's only documented route that I can find.

Report the impersonation through Microsoft’s reporting channel for Outlook spam/impersonation at https://msrc.microsoft.com/report/.

Also preserve evidence before reporting:

Keep copies of the fraudulent Outlook address.
Save the scam messages or headers if available.
Keep any related correspondence showing the impersonation attempt.

If the scam involves identity misuse or financial fraud, act immediately:

Close any accounts that were accessed or opened fraudulently.
Contact the fraud departments of affected companies.
File a police report and keep a copy.
Put a fraud alert on credit reports if identity theft is involved.

For suspicious messages in Outlook, be cautious with messages that show:

a ? in the sender image
a via tag showing the actual sending address differs from the From address

Do not click links, open attachments, or call phone numbers in those messages. If a downloaded Office file asks to Enable Content, close and delete it. If active content was already enabled, run a full antimalware scan.
