An Azure platform as a service offer that is used to deploy web and cloud applications.
Correct the Azure profile or verification detail that does not match your payment records, then retry sign-up; if every detail already matches, contact Microsoft Support through Get Help because account eligibility requires an account-specific review.
Check the sign-up details
- Sign in to the Microsoft account center.
- Select Your info.
- Check that your legal name, street address, country/region, email address, and telephone number are complete and accurate.
- During Azure registration, enter the cardholder name and billing address exactly as recorded by your bank.
- Confirm that the card details are correct and that another Microsoft account is not already using the same identity or payment information.
These are Microsoft’s documented checks for the specific “You are not eligible for an Azure subscription” message.^1^
Check the applicable eligibility conditions
- Free Azure account: A free trial is limited to users who are new to Azure. If you previously had any Azure subscription, use a pay-as-you-go offer instead.^1^
- Card verification: Azure does not accept virtual or prepaid cards for subscription payment verification.
- Country/region: The card’s billing address must be in the country/region selected under About you.
- Phone verification: VoIP numbers cannot be used. The number must be able to receive the verification SMS or call. If SMS fails, select Call me.
- Browser behavior: If card verification hangs rather than showing the eligibility message, allow third-party cookies, restart the browser, and try again.^1^
Avoid repeatedly creating new Microsoft accounts with the same phone number, address, or card; Azure checks whether the same information is already associated with another account.
If the Azure ticket page still does not work
Because no Azure subscription has been created, the normal Azure portal support flow may not be available: subscription-scoped requests ordinarily require an Azure role such as Owner, Contributor, or Support Request Contributor.^2^
Use the account-level support route instead:
- Open Contact Microsoft Support from the Microsoft Support page.
- Enter:
Unable to create Azure subscription – not eligible. - Select Get Help.
- If self-help does not resolve it, select Contact Support and choose the account/billing option offered.^3^
- Provide the exact error, approximate time of the attempt, selected country/region, and whether this was a free or pay-as-you-go registration. Do not send the complete card number, security code, password, or verification code.
Only Microsoft’s billing/account team can review or change an eligibility decision tied to the account.
