User cannot authenticate connecting to Azure portal using bash terminal on MacOS.

Azure prompts to approve sign-in request on the Authenticator app, but no push notice appears on the phone. It's a new phone, but the Authenticator app works for Office 365 and other apps not running through Azure. The sign-in logs show "Interrupted" for status, which the diagnostic tool interprets to mean "the sign-in was interrupted due to a custom conditional access policy configuration such as ‘Terms of Use’." We have no conditional access policies configured on our Azure portal.
