If you have a category filter or a "Sort by" option active, or more commonly, if you're looking at a view that hides categorized items. To get to them, look at the left folder pane in Outlook on the web and expand the Favorites or Folders section; under your folder list you'll usually see a "Categories" group, and clicking a category name there shows every message tagged with it, no matter which folder it's in.
If you don't see Categories in the left pane, right-click on Favorites (or the folder pane header) and choose "Add favorite" or "Show categories," or click the three-dot menu next to the Filter button at the top of the message list and pick Categorize, then choose the category you want to filter by. You can also type the category name into the search box at the top and select it from the suggestions.
