Microsoft 365 features that help users manage their subscriptions, account settings, and billing information.
The next action depends on whether another authorized administrator or delegated partner can access the tenant: have them reset the locked administrator’s MFA registration, or contact Microsoft Support for tenant recovery if nobody else can sign in.
If another administrator can access Microsoft Entra
Ask another administrator with sufficient authentication-management permissions to:
- Sign in to the Microsoft Entra admin center.
- Go to Entra ID → Users.
- Select the locked administrator.
- Select Authentication methods → Require re-register MFA.
- If necessary, select Revoke sessions.
- Have the locked administrator sign in and register Microsoft Authenticator or another permitted authentication method.
Require re-register MFA removes the user’s registered Authenticator, phone, and software OATH methods and prompts for new registration at the next sign-in. Resetting the password alone does not replace these authentication methods.^1^
If the administrator can issue a Temporary Access Pass (TAP), that can be used for the initial sign-in and enrollment of a new authentication method.^2^
If a Microsoft partner manages the tenant
Contact the Cloud Solution Provider or Microsoft partner and ask whether it has an active GDAP relationship with Global Administrator or Privileged Role Administrator permissions. With the appropriate GDAP role, the partner can help create or promote another Global Administrator. Without suitable GDAP access, the tenant owner must contact Microsoft Support.^3^
If this is the only administrator and no partner has access
This is a tenant-lockout case. Contact Microsoft Support and request:
Microsoft Entra tenant recovery: sole Global Administrator cannot complete MFA because Microsoft Authenticator is unavailable. Password has already been reset. Request MFA reset and escalation to the Data Protection team.
Use Microsoft’s Contact us support page, select the relevant business product, and request support for the lost two-factor authentication device.^4^
Be prepared to provide non-sensitive proof that the organization owns the tenant, such as:
- Organization and verified domain details
- Subscription or billing information
- An accessible business email address and telephone number
- Information requested to validate the organization and tenant
A closely matching sole-Global-Administrator Authenticator lockout was resolved by opening a support ticket and engaging Microsoft’s Data Protection team for access restoration.^5^
Do not post tenant identifiers, invoices, or other ownership evidence publicly; provide them only through the Microsoft support case.
After access is restored
- Register at least two strong authentication methods for administrators.
- Create administrative redundancy—Microsoft recommends having at least a Privileged Authentication Administrator capable of assisting if a Global Administrator is locked out.^6^
- Test the new sign-in method before closing the support case.
- Document the recovery method and emergency contacts.
