Restoring the function to invite other userss to a meeting on Teams

We are a small charity in the UK. We have a Microsoft 365 non-profit account and use Teams frequently for online meetings.

Two users have, in the past, always been able to set up meetings via Teams and send invitations to other users. Both of them, however, have now lost the option to invite other users.

One of the users is myself, the main admin for the account.

The other user is our Chair who needs to 'convene' meetings.

I have been reading some of the help articles the AI assistant has directed me to but my capabilities with Microsoft 365 are not up to the job of fixing this. I would be grateful for assistance from someone who might be able to help.

    Hello @Deb Rowles (Admin)

Since you mentioned that both you and another user are unable to send meeting invitations to other users in Microsoft Teams, could you please provide some additional information about what happens when you try to invite them?

Normally, when creating a Teams meeting, you can enter the email addresses of the users you would like to invite. The invitees should then receive a meeting invitation containing the information they can use to join the meeting.

To help me better understand the issue, could you please provide the following information?

    • A screenshot showing what happens or any error message you receive when trying to invite other users. Please make sure to hide or remove any personal or sensitive information before sharing the screenshot.
    • The Microsoft 365 license currently assigned to your account. If you have access to the Microsoft 365 admin center, you can check the license assigned to your user account there. Alternatively, you can go to My Account, then select Subscriptions from the left-side menu or View Subscriptions in the center of the page.
    • Could you also confirm whether your account and the other affected user's account have an Exchange Online plan/license assigned and enabled? This information will help clarify whether the affected accounts have the required Exchange Online service available for Teams calendar and meeting scheduling functionality.

These details will help me better understand whether the issue is related to the affected accounts, licensing, or the current Microsoft 365 configuration and provide more appropriate troubleshooting suggestions.

I look forward to your update.

Check the effective meeting policy for both affected accounts and turn on Private meeting scheduling and Outlook add-in, because these per-user controls determine whether someone can schedule Teams meetings from Teams or Outlook.^1^

    1. Check which policy each user actually receives

    As the administrator:

    1. Open the Microsoft Teams admin center.
    2. Go to Users → Manage users.
    3. Select your account.
    4. Under Policies assigned, select View policies and note the assigned Meeting policy.
    5. Repeat for the Chair’s account.^2^

Both users may receive the global policy, a custom policy, or a policy assigned through a group. Check the effective policy rather than assuming both accounts use the organisation-wide default.

    2. Restore meeting scheduling in that policy

    1. In the Teams admin center, go to Meetings → Meeting policies.
      • In the newer admin-center layout, this may appear under Settings & policies → Meetings.
    2. Open the meeting policy identified above.
    3. Find Meeting scheduling.
    4. Turn on:
      • Private meeting scheduling
      • Outlook add-in
      • Channel meeting scheduling, if they also need to arrange meetings within Teams channels
    5. Select Save.^1^

If a custom policy should apply only to these two users, create or edit it under Meetings → Meeting policies, then assign it to both accounts. A user can have only one meeting policy assigned at a time.^3^

After the updated policy has been applied, restart Teams and Outlook, then test from Teams → Calendar → New. Add an attendee in Required attendees, turn on Teams meeting, and select Save. External participants can be added by entering their complete email addresses.^4^

    3. Verify the services assigned to both accounts

If the policy settings are already on, inspect the licence components:

    1. Open the Microsoft 365 admin center.
    2. Go to Users → Active users.
    3. Select the first affected user.
    4. Open Licenses and apps.
    5. Expand the assigned nonprofit Microsoft 365 licence.
    6. Confirm that both Microsoft Teams and Exchange Online are enabled.
    7. Save any change and repeat for the Chair.

Teams meeting scheduling requires an Exchange mailbox for the organizer, and the Outlook integration also requires the relevant Teams meeting policy settings.^5^

    4. Identify whether the fault is limited to Outlook

Test one account directly in Teams:

    1. Open Teams in a browser or the desktop application.
    2. Select Calendar → New.
    3. Enter a title.
    4. Enter an internal user’s name or an external person’s full email address in Required attendees.
    5. Save the meeting.

If this works in Teams but not Outlook, the account can still schedule meetings and the problem is specifically the Outlook integration. For classic Outlook on Windows, also check:

    1. File → Options → Calendar.
    2. Select Add online meeting to all meetings.
    3. Select Meeting Providers and set Microsoft Teams as the default.
    4. Select OK.^6^

If Teams scheduling is missing from both Teams and Outlook even though the effective policy and both service plans are enabled, open Microsoft 365 admin center → Support → Help & support and report that two previously working licensed users have simultaneously lost meeting scheduling. Include screenshots of:

    • The missing Required attendees or Teams meeting control
    • Each user’s effective meeting policy
    • The enabled Teams and Exchange Online licence components
    • Whether the same failure occurs in Teams on the web
