Pay-As-You-Go subscription signup error: User not eligible

I am trying to add a new Pay-As-You-Go subscription to my account to host a backend application linked to our Microsoft 365 tenant.

The automated portal wizard is blocking creation with the following error message: "Could not create an Azure subscription since user is not eligible for an Azure account."

Please escalate this to the Account Review or Billing team for a manual review and whitelisting so I can set up our billing and proceed with development. Thank you.

Microsoft Learn Q&A cannot escalate or whitelist the account; submit an Azure Billing and Subscription Management support request for an account-eligibility review, which does not require a paid technical support plan.^1^

    Submit the review request

    1. Sign in to the Azure portal using an administrator account for the Microsoft 365 tenant.
    2. Open Help + support.
    3. Select New support request.
    4. Describe the issue as:
      • Issue type: Billing or Subscription management
      • Summary: Unable to create Pay-As-You-Go subscription
      • Error: Could not create an Azure subscription since user is not eligible for an Azure account
    5. If troubleshooting recommendations appear, continue to Contact Support or Return to support request.
    6. State that no Azure subscription exists because signup is blocked, and request an account eligibility/manual billing review.
    7. Include:
      • Approximate date and time of the failed signup
      • Country/region selected during signup
      • Whether the account is a Microsoft 365 work account
      • A screenshot containing the error but no full card number or other sensitive information

Azure provides subscription-management support, including billing, account transfers, and quota adjustments, without requiring a technical support plan.^1^ To create a request without an existing subscription, the signed-in account must be an administrator.^1^

If the normal wizard does not expose a no-subscription option, Azure also documents a no-subscription ticket interface through Azure CLI for billing and subscription-management cases.^2^

Complete the eligibility checks before submitting

For this exact eligibility message, Microsoft directs users to verify:

    • The Azure profile’s contact email, street address, and telephone number are correct.
    • The payment-card information is correct.
    • The same identifying information is not already associated with another Microsoft account.^3^

Also ensure the card billing address matches the bank’s records. Azure does not accept virtual or prepaid cards for subscription signup.^3^

Support determines whether eligibility can be restored; “whitelisting” is not documented as a guaranteed or self-service operation.

    Conditional Microsoft 365 account issue

If the message instead changes to “Your current account type is not supported,” check whether the account belongs to:

    • An unmanaged Microsoft Entra directory, or
    • A Microsoft 365 Developer Program subscription.

Those conditions have separate restrictions and remediation paths; they should not be assumed from the current eligibility error alone.^3^
