Word/PPT Copilot works. OneNote Copilot unavailable. Check provisioning

My Microsoft account shows Microsoft 365 Personal with AI Credits. Copilot works in Word and PowerPoint but OneNote Copilot remains grayed out on Mac. Copilot Notebooks on iPhone displays "Copilot isn't available for this account." I have already refreshed licenses, updated all Microsoft 365 apps, signed out/in, rebooted, and enabled Connected Experiences. Please verify whether OneNote Copilot and Copilot Notebooks are provisioned and entitled on my account.

OneNote Copilot on Mac is not included with a Microsoft 365 Personal entitlement, but Copilot Notebooks on iPhone is included and the “not available for this account” message should be escalated to Microsoft Support for an account-level entitlement check.

    Entitlement result

    Feature Microsoft 365 Personal Result
Copilot in OneNote for Mac The Mac version requires a Microsoft Copilot Business/Work subscription; eligible consumer subscriptions are supported in OneNote for Windows only. ^1^ The grayed-out Mac button is expected for this license—not evidence of failed provisioning.
Copilot Notebooks on iPhone Available to Microsoft 365 Personal subscribers. Creating a notebook also requires an active OneDrive or SharePoint service plan. ^2^ Your plan is eligible. The account error needs an entitlement/service-plan check.
Copilot Notebooks in OneNote for iPhone/iPad Released for iOS; notebooks can also be created or opened in the Microsoft Copilot app. ^3^ Supported on iPhone, subject to account eligibility and rollout.

Copilot Notebooks has also been renamed Copilot Workspaces, so either name may appear in the current interface. ^2^

    Request the provisioning check

Because license refresh, updates, sign-out/sign-in, restart, and Connected Experiences have already been completed, do not repeat those local steps.

    1. Open Microsoft Support and select the Personal account path: ^4^
    2. Choose Microsoft technical support → Get help.
    3. Sign in with the Microsoft account that owns Microsoft 365 Personal.
    4. Enter this description:

Microsoft 365 Personal subscription owner. Copilot works in Word and PowerPoint. Copilot Notebooks/Workspaces on iPhone says “Copilot isn’t available for this account.” Please verify the server-side Copilot Notebooks entitlement, AI-benefit status, and OneDrive service plan on this Microsoft account.

    5. Ask the agent to distinguish the two issues:
      • OneNote for Mac: unsupported with the Personal entitlement.
      • Copilot Notebooks/Workspaces on iPhone: supported and requiring an account-level entitlement investigation.

Only Microsoft Support can inspect or correct the backend provisioning for a personal Microsoft account; this cannot be verified from a public Q&A forum.

    Conditions Support should validate

    • The signed-in account is the subscription owner. AI benefits are limited to the owner and cannot be shared with another account. ^5^
    • The account has an active OneDrive service plan, which is required to create Copilot Notebooks. ^2^
    • The iPhone meets the documented Copilot app requirement of iOS 18.0 or later; feature availability can also vary by region and rollout. ^6^

AI-credit exhaustion would normally produce a usage-limit or out-of-credits notification, rather than establish that the account is categorically unavailable. Credit status can nevertheless be checked under the Microsoft account’s Services & subscriptions page. ^5^
