Hardware Developer Program account suspended (legal verification not completed) — no self-service recovery path, seeking help

Our Windows Hardware Developer Program account was suspended after the mandatory account verification was not completed within the deadline. The verification status is now "Rejected".

The account itself is still accessible in Partner Center (the enrollment record is still there), but all related pages just redirect in loops — there is no option to update the legal contact, no way to re-trigger verification, and we cannot submit a support ticket (the case creation flow requires selecting a workspace, but our account has no workspaces available).

Our product (a BYOM screen-mirroring application that includes a Windows kernel driver) needs the Hardware Program for driver attestation signing.

What is the correct path to recover in this situation? Is there a Microsoft team that can reinstate our existing enrollment and re-open verification? We can upload an EV code signing certificate at any time. Account details (Seller ID, tenant, etc.) can be provided via private message if needed.

Submit a Hardware Program enrollment case through the dedicated Partner Center support link, which is specifically documented for suspended or incomplete Hardware Program enrollments and does not depend on selecting an existing workspace.^1^

    Recovery steps

    1. Sign in using an account from the Microsoft Entra tenant associated with the existing Hardware Program enrollment, preferably a Global Administrator.
    2. Open the dedicated Partner Center Hardware Program enrollment support form.
    3. Under Next Step, select Provide issue details.
    4. Describe the request as:
      • Existing Windows Hardware Developer Program enrollment.
      • Account status is Suspended.
      • Legal/business verification is Rejected because verification was not completed before the deadline.
      • No Fix now, Resolve, or User Action Needed action is available.
      • Partner Center pages redirect in a loop.
      • Normal case creation cannot proceed because no workspace is available.
      • Request that Hardware Program support review the existing enrollment, remove the suspension if eligible, and reopen legal verification or enable an appeal.
    5. Include the following in the secure support case:
      • Organization’s exact registered legal name.
      • Partner Center Seller/Publisher ID.
      • Entra tenant ID.
      • Hardware Program enrollment identifier, if displayed.
      • Screenshot of the rejected status and redirect behavior.
      • Legal-contact name and current business email.
      • Dates of the original verification request and suspension.
      • Confirmation that a valid EV code-signing certificate is available.
    6. Retain the confirmation email and support-request number.

Do not post tenant IDs, Seller IDs, certificates, or legal documents publicly in Q&A. Supply them only through the support case’s secure upload or when the assigned support engineer requests them.

Why the normal appeal path is unavailable

A self-service verification appeal is available only when Verification Summary displays Resolve or User Action Needed. Eligible roles include Global Admin, Compliance Admin, and Manager or Owner for Developer programs. Supporting documents must match the Partner Center legal name, address, and domain exactly.^2^

Because those controls are absent and the pages loop, there is no documented self-service action to repeat. The dedicated enrollment-support route is the applicable escalation path. Microsoft’s general suspension guidance likewise directs compliant organizations to Support when the suspension cannot be removed through the legal-information workflow.^3^

    EV certificate

The EV certificate is a separate Hardware Program prerequisite; uploading one does not by itself reopen or reverse rejected legal verification. Hardware Program registration requires:

    • A Microsoft Entra Global Administrator.
    • A legal contact authorized to sign agreements and able to receive Microsoft email.
    • An EV code-signing certificate uploaded during registration.
    • Completion of any business questionnaire sent to the Global Administrator mailbox.^4^

For attestation submissions, the Hardware Dev Center account must have at least one valid EV certificate associated with it.^5^ Keep the certificate ready, but wait for the support team to restore or reopen the existing enrollment before attempting certificate upload.

If the dedicated Partner Center form itself fails, use Microsoft Engage Center only if it accepts the account as enrolled. Select:

    • Product: Windows Developer Center
    • Problem Type: Hardware Device Drivers

Engage Center is the preferred route for active enrolled accounts, while suspended enrollments are explicitly directed to the Partner Center enrollment form above.^1^
