Other features or issues related to Microsoft Partner Center
Because the MSA support route opens a blank Engage Center, the most relevant fallback is to associate an accessible Microsoft Entra work account with the existing Partner Center account, assign it the Owner for Developer role, and submit the Store account-management case while signed in with that work account.
Submit the case through an Entra work account
This fallback is available only if an existing Partner Center Owner/Manager or appropriate tenant administrator can access user management:
- Sign in to the existing Partner Center account.
- Open Settings → Account settings → User management.
- Associate the organization’s Microsoft Entra tenant if it is not already associated, then add the relevant work-account user.
- Have an existing Owner or Manager assign that user the Owner for Developer role. Microsoft documents that Owners/Managers can perform developer verification and that roles are managed under Account settings → User management.^1^
- Sign out, then open Windows Developer Support and select Create support case (Entra ID). Choose the non-technical Dev Center option for an account/program issue; this support category covers account, submission, payout, and program issues without requiring paid app-development support.^2^
- In the request, ask the Store onboarding/account-verification team to:
- Locate the existing employment-verification appeal submitted October 21.
- Confirm whether the registrar receipt was received and is readable.
- Identify every missing or mismatched field.
- Confirm whether the new D‑U‑N‑S number would assist this review.
- Provide a secure upload method if replacement documents are required.
Include the onboarding email address, company legal name, submission date, current statuses, and screenshots of the blank support page—but place account identifiers and documents only in the private case.
If no Owner/Manager can access Partner Center because onboarding is incomplete, this association and role-assignment fallback cannot be completed self-service. Use the public Partner Center Support entry point and report both “unable to create Store onboarding case” and “Engage Center blank after authentication.”^3^
Current verification state
“Employment verification: Under review” means Microsoft is reviewing the information; it is not a request to submit another appeal. Partner Center remains limited until every required verification check succeeds.^1^
Manual Store onboarding reviews typically take 2–5 business days, while some checks can take longer. Because the October 21 appeal has exceeded the typical period, escalation is appropriate.^4^
Do not change the company name, address, email domain, or other key onboarding details merely to trigger another review. Such changes restart verification, and previous appeal history is not carried over.^4^
A registrar document for employment/domain verification should be official and current and show:
- Business name and address
- Domain name
- Purchase and expiration/renewal dates
- Issuance by an authorized registrar
Self-written material, screenshots, and unofficial documents are not accepted. Appeals are limited to three, so upload again only if Partner Center shows User Action Needed/Resolve or support specifically requests it.^5^
A D‑U‑N‑S number is recommended for business verification, but the documented employment check focuses on the relationship between the contact, organization, and domain. Therefore, offer the D‑U‑N‑S number privately without assuming it replaces the registrar evidence.^4^
If Engage Center remains blank
If any Engage Center page controls load, select the ? icon, then use How can we help? to report the Engage Center platform failure. This channel handles Engage Center website issues by email.^6^
If the interface is completely empty:
- Ask the network administrator to apply the Microsoft Engage Center connectivity allow-list requirements; Microsoft notes that blocked required URLs can prevent the support experience from loading.^7^
- Capture the timestamp, browser console/network errors, and screenshot for the Partner Center support request.
- Do not purchase a paid technical-support plan solely for this onboarding issue; Windows Developer Support identifies Dev Center account/program support as free.^2^
Only Microsoft support with access to the private onboarding record can confirm receipt of the October 21 document or specify what the reviewer still requires; Q&A participants cannot inspect that backend state.
