Individual Store publisher blocked from payouts and support—manual escalation needed

I use a personal Microsoft account for my Microsoft Store developer account.

My paid app submission has every section marked Complete and its MSIX package marked Validated. However, it says: “You need to update your tax and payout information before you can charge money.”

Payment profiles shows no profiles. Payout and tax profile assignment says: “You are either currently not enrolled in any incentive programs for which tax and payment profiles can be managed or don't have permissions to update tax and payment details.”

I also cannot contact developer support:

  • Both the app’s Contact Support link and Windows Developer Support’s “Create support case (MSA)” route redirect to Engage Center.
  • Engage Center login stalls or displays No Access.
  • The documented personal-account initialization link also leads to No Access.
  • Engage Center Help displays documentation but no support-case form.
  • Partner Center’s tenant associations show No data available.

Please arrange a private Dev Center support contact or manually escalate the support-access failure. I need Microsoft to verify my Store payout enrollment and owner permissions. I can provide seller/account identifiers privately.

Please do not redirect me to the same Engage Center intake without addressing its access failure.
