Azure for Students region policy blocks Azure Virtual Desktop host pool deployment.

I am using an active Azure for Students subscription. I am trying to create an Azure Virtual Desktop host pool in Central India, but deployment is blocked by the subscription policy RequestDisallowedByAzure.

The policy states that only a predefined set of regions is allowed. The allowed locations shown are:

India South Central (indiasouthcentral)

Malaysia West (malaysiawest)

UAE North (uaenorth)

Poland Central (polandcentral)

Indonesia Central (indonesiacentral)

India South Central does not appear in the Azure portal location dropdown for my AVD deployment, while Central India is visible but blocked.

Could you please confirm whether India South Central can be enabled for Azure Virtual Desktop under my subscription, or advise which supported AVD region I can use without changing my subscription to Pay-As-You-Go?

None of the five regions permitted by this Azure for Students subscription currently supports Azure Virtual Desktop host-pool metadata, so the only path that retains the subscription is to request that Microsoft Support add an AVD-supported region—preferably Central India—to the subscription’s allowed locations.

Why the listed regions cannot be used

Azure Virtual Desktop supports Central India for host pools, workspaces, and application groups, but it does not list any of these subscription-permitted locations:

    • India South Central
    • Malaysia West
    • UAE North
    • Poland Central
    • Indonesia Central

These AVD locations control where the host pool’s service metadata is stored. Session-host VMs may be placed in other Azure regions, but that flexibility does not remove the requirement to create the host pool metadata in an AVD-supported location.^1^

India South Central is a real Azure region with the programmatic name indiasouthcentral, distinct from Central India (centralindia). Its absence from the AVD location selector is therefore expected: it is not currently on the supported AVD host-pool metadata region list.^2^

There is consequently no region that satisfies both conditions:

    1. Allowed by your subscription policy.
    2. Supported for AVD host-pool metadata.

    Request Central India access

Azure for Students location assignments are subscription restrictions; selecting Central India without changing the assignment will continue to produce RequestDisallowedByAzure. A deny-policy error means the requested resource properties do not match the policy’s allowed values.^3^

    Submit a region-remediation request:

    1. In the Azure portal, open Help + support.
    2. Select Create a support request.
    3. Enter region access under How can we help you?
    4. Select Service and subscription limits (quotas).
    5. Select the Azure for Students subscription.
    6. Request access to Central India and include:
      • The policy assignment name: Allowed resource deployment regions
      • Error code: RequestDisallowedByAzure
      • The allowed-location list
      • The requirement to deploy an Azure Virtual Desktop host pool
      • The fact that none of the allowed locations appears in the supported AVD host-pool region list

Microsoft documents selecting an alternative region as the normal resolution and submitting a remediation request when region access is required.^4^ Region-access requests are reviewed and are not automatically approved.^5^

If support cannot modify the Microsoft-managed assignment for Azure for Students, there is no documented supported AVD region available under the subscription’s current location set. The remaining option would be a different subscription whose allowed regions include an AVD metadata region; changing to Pay-As-You-Go is not required unless support declines the same-subscription region request and no other eligible subscription is available.

After Central India is enabled, confirm that Microsoft.DesktopVirtualization is registered before retrying the deployment:

    az provider register --namespace Microsoft.DesktopVirtualization

    az provider show \
      --namespace Microsoft.DesktopVirtualization \
      --query "{RegistrationState:registrationState}"

    The expected result is Registered.^1^
