New Microsoft Store developer account (Individual). Account status is Active. Tax profile completed. Payout profile completed. Tax/payout assignments completed. More than 48 hours have passed. First paid Store app. Submit button is greyed out with the message "You need to update your tax and payout information before you can charge money." Partner Center support inside the dashboard is also greyed out.
