    Hello

So the bitlocker key would have been saved in the original owner's microsoft account. In order to reset it you need it.

If you cannot get it from the original owner, you will need to do a clean install, which is different than a factory reset. Clean install doens't require bitlocker, but the process is slightly different.

Video tutorial is available here: https://www.microsoft.com/en-us/windowsinsider/cleaninstall?msockid=2f024275e21f64ea3c9c52cde3346537

To perform a clean installation of Windows 11 using the Windows Media Creation Tool. You do need to get access to another computer so you can download the Windows installation files into a flash drive, then use the flash drive to help your computer. Hopefully you have a spare computer, or you can have friend or family help you.

The following steps should be done on a working Windows computer:

Download the Windows Media Creation Tool from Microsoft's official website. https://www.microsoft.com/software-download/windows11 click on the "download now" button under "Create Windows 11 Installation Media"

Run the tool and select "Create installation media for another PC."

Choose "USB flash drive" as the media to use for the installation and select "Next."

Connect a USB flash drive with at least 8 GB of free space to your computer.

Select the USB flash drive you want to use, and then select "Next."

The tool will then download the required files and create the installation media.

    =====================================================

Now these steps will  be done on your problematic computer:

Go to the computer's BIOS boot menu to have it boot from the USB drive.

Follow the on-screen instructions to install Windows 11, making sure to choose "Custom install" and select the option to delete all existing partitions.

Once the installation is complete, you'll have a clean installation of Windows 11 on your computer.

If the original owner cannot provide the BitLocker key, clean-install Windows 11 from a bootable USB and delete every partition on the internal drive to remove the encrypted installation.

Warning: This permanently erases all files, applications, recovery partitions, and HP factory customizations on the laptop. Data on the encrypted drive cannot be recovered without its 48-digit BitLocker key.

    Check for the key first

Because the original owner configured the laptop, ask them to:

    1. Note the first eight digits of the Recovery key ID displayed on the laptop.
    2. On another device, open https://account.microsoft.com/devices/recoverykey.
    3. Sign in with every Microsoft account they may have used when setting up the laptop.
    4. Find the entry whose key ID matches the laptop, then provide its 48-digit recovery key.

If it was ever managed through work or school, the owner should check https://aka.ms/aadrecoverykey or contact that organization’s IT department. Also check any printed copy, USB drive, or saved text file created when BitLocker was enabled. Microsoft Support cannot retrieve or recreate a missing key.^1^

A normal Reset this PC operation from Windows Recovery Environment requires the BitLocker key, so repeating that reset will not solve this situation.^2^

Clean-install Windows 11 without the key

This is the supported way to make the gifted laptop usable when the key is unavailable; it does not recover the previous owner’s files.^3^

    1. On another working Windows computer, connect a blank USB flash drive with at least 8 GB. Everything on that USB drive will be deleted.
    2. Open https://www.microsoft.com/software-download/windows11.
    3. Under Create Windows 11 Installation Media, select Download Now.
    4. Run MediaCreationTool.exe, accept the terms, and select the option to create installation media.
    5. Select USB flash drive, choose the correct drive, and let the tool finish.^4^
    6. Shut down the HP Spectre and connect the installation USB.
    7. Start the laptop and open its firmware boot-device menu, then select the USB drive. The exact key varies by HP model; if necessary, consult the model’s HP startup documentation.
    8. In Windows Setup, select the language and keyboard settings, then choose Install now.
    9. If asked for a product key, select I don’t have a product key.
    10. If prompted for an edition, select the same Windows edition previously licensed on the laptop—normally Home or Pro.
    11. Select Custom: Install Windows only.
    12. On Where do you want to install Windows?, select each partition on the internal drive and choose Delete until only Unallocated Space remains.
      • Carefully identify the internal drive so that the USB installer is not deleted.
      • This partition-deletion step is irreversible and removes the BitLocker-encrypted installation.
    13. Select the internal drive’s Unallocated Space, choose Next, and allow Windows Setup to create the required partitions and install Windows.
    14. After installation, complete setup using your own Microsoft account.

Many modern computers store the Windows product key in firmware. When that embedded key matches the installed Windows edition, Setup applies it automatically; otherwise, activation will need to be addressed after installation.^4^
