Other features or issues related to Microsoft Partner Center
Check that the completed tax and PayPal profiles are assigned to the Microsoft Store program and Seller ID 96937900, because profile completion alone does not establish the required Seller ID mapping.
Verify the Seller ID assignment
- Sign in to Partner Center using the account that owns the Store developer account.
- Select Settings (gear icon) → Account settings.
- Select Payout and tax profile assignment.
- Locate the row for the Microsoft Store/commercial marketplace program and Seller ID 96937900.
- Select Edit and verify that this row explicitly maps to:
- Your completed Australian tax profile.
- Your completed PayPal payment profile.
- If either field is empty or references a profile belonging to another program or Seller ID, select the correct profiles and save the assignment.
- Return to the app submission after the assignment has been saved and processed.
Partner Center permits only one tax-profile and one payment-profile mapping per Seller ID. Profiles used for another program, such as Incentives, cannot be reused for the Seller account. The account performing this work must have the Owner or Financial contributor role for that Seller account.^1^
Do not recreate profiles merely because the submission page displays the warning. First establish whether the existing completed profiles are assigned to this exact program/Seller ID combination.
If the assignment is already correct
If the profiles or assignment were created or changed within the last 48 hours, allow that validation window to finish. Microsoft states that tax and payout submissions can take up to 48 hours to validate.^1^
If the assignment has been correct for more than 48 hours and Submit remains disabled, the account needs a backend review by Partner Center support. Microsoft Q&A participants cannot inspect or modify the private Seller ID state.
Capture these items before opening the request:
- Seller ID: 96937900
- Screenshot of Payout and tax profile assignment, showing the program and mapped profiles
- Screenshots showing tax, payment, and verification as Complete
- Screenshot of the disabled Submit button and warning
- App/product or submission ID
- Date and time the profiles or assignment last changed
- Confirmation that the blockage has persisted beyond 48 hours, if applicable
Reach human support without Engage Center
Engage Center is not required for this Partner Center account/submission issue. Open the case from Partner Center itself:
- Sign in to Partner Center with the owning work account.
- Select the AI assistant icon in the upper-right.
- Enter:
Paid Microsoft Store app submission blocked although tax and payout profiles are complete and assigned to Seller ID 96937900. Submission says tax and payout information must be updated. Backend Seller ID entitlement review required. - Select Contact Support at the bottom.
- Choose the relevant Store/marketplace workspace and problem type.
- Select Review solutions → Create support request.
- Attach the evidence listed above and submit.
If the AI assistant is unavailable, select Help (?) → Contact Support, then follow the same Review solutions → Create support request path. This is Microsoft’s documented route for contacting Partner Center support and creating a request for human review.^2^
The two loading indicators in Engage Center should be treated as a separate portal problem. If Engage Center eventually renders its header, select ? → How can we help? to report the Engage Center failure; Microsoft states that this channel handles Engage Center platform issues by email.^3^
Do not use Azure billing or Microsoft 365 billing support for this case; neither team owns Microsoft Store Seller ID submission eligibility.
