Stop all account-creation attempts for at least 24 hours, then make one new attempt from a different trusted network without a VPN or proxy.
Clear the temporary signup block
Microsoft may temporarily block a sign-up when its security systems detect unusual activity or excessive repeated requests. Repeated attempts can restart the time lock. Microsoft recommends waiting one day initially and, if necessary, up to one week. ^1^
- Do not attempt another signup for at least 24 hours.
- Before trying again:
- Turn off any VPN or proxy.
- Use a normal browser window with JavaScript enabled.
- Temporarily disable privacy or ad-blocking extensions.
- Switch from Wi-Fi to mobile data, or use another trusted Wi-Fi connection.
- Make only one account-creation attempt.
- If offered multiple verification methods, use an alternate email instead of SMS, or SMS instead of email. If using a phone number, use a mobile number rather than a VoIP number. ^1^
If an existing personal Microsoft account is available, it can be used instead of creating another account. The Office license must ultimately be associated with a Microsoft account so Microsoft can verify ownership and support later installation or reinstallation. Activate the bundled Office license afterward
Account creation and Office activation are separate operations. Once account access works:
- If the computer included a digital Office offer: Open Word or Excel and follow the activation prompt. Sign in with the Microsoft account that should own the license. The product is then added to that account.
- If the computer included a 25-character product key: Go to Office.com/setup, sign in, enter the key, and follow the prompts. This redemption is a one-time process that adds the product to the account. ^3^
Do not enter the product key during repeated blocked signup attempts. Redeem it only after successfully signing in to the account intended to own the license.
If the block remains
If one attempt still fails after the waiting period and network change:
- Open Microsoft’s customer-support page.
- Under Personal account, run the sign-in helper.
- If it cannot resolve the issue, select Get help, describe “Microsoft account creation blocked due to unusual activity,” and use the offered contact option.
- For the bundled license, keep the computer invoice, Office card or packaging, and product key available as proof of purchase.
Microsoft Support can route account, billing, installation, and activation issues to the appropriate option, although support agents cannot directly change protected account details. ^4^
If the product key is rejected after account access is restored, contact the computer retailer as well, because the included offer may need to be verified against the exact PC purchase.
