Azure AI Foundry: Zero Quota for Anthropic Claude Models — Clarification Needed

Problem description

I am experiencing an issue where the Azure AI Foundry portal shows a quota limit of 0 for Anthropic Claude models across multiple regions. This is unexpected because the public documentation indicates that pay-as-you-go subscriptions should have a nonzero default quota for supported models. I would like to understand why my subscription shows zero quota and how to resolve this issue.

Environment

Azure AI Foundry, pay-as-you-go subscription, active billing, US region, Microsoft.CognitiveServices registered, models involved: Anthropic Claude models, deployment/quota context: Global Standard.

What I've already tried

I checked the quota page in Azure AI Foundry across multiple regions, including South Central US, East US, East US 2, West US, West US 3, North Central US, Central US, and Sweden Central. I verified that the Microsoft.CognitiveServices resource provider was registered. I also submitted quota requests for models 'claude-haiku-5-5' and 'claude-sonnet-5-5' on 10/30, but both requests were declined with a message indicating the region was not available to expand capacity at this time. Additionally, I compared the portal's quota display with the public documentation and found a mismatch, which led me to believe that the quota has not yet been allocated to my subscription.

Current status

I am seeking clarification on why my subscription shows zero quota for Anthropic Claude models despite expectations based on documentation. I would like guidance on how to proceed to obtain the necessary quota or understand if there are eligibility or provisioning issues.

Likely cause/summary: 0 quota for specific Claude models can be valid even on PAYG subscriptions, because model quota is subscription-scoped but still constrained by model/region capacity and eligibility. A PAYG subscription does not guarantee nonzero quota for every model at all times.

    1. Confirm you are checking the right quota scope.
    2. Treat the quota-request decline message as the strongest signal.
      • Your request was declined due to regional capacity constraints.
      • That means the 0 value is likely capacity/availability gating, not a portal bug by itself.
    3. Try alternative supported regions and retry requests.
      • Submit quota requests for the same model in other available regions/data zones.
      • Keep request IDs and timestamps to help support correlate backend decisions.
    4. Check subscription/offer conditions.
      • Quota tier and approval can depend on subscription offer, usage history, and model-specific constraints.
      • If needed, ask support to confirm whether your current subscription/offer is currently eligible for that model family.
    5. Escalate with a complete evidence bundle.

    Confirmed facts from your post:

    • Multiple regions show 0 for these Claude models.
    • Quota increase requests were declined with region-capacity language.

    Possible causes (not yet confirmed):

    • temporary capacity exhaustion for those model-region combinations,
    • model-family eligibility constraints for your subscription/offer,
    • backend quota provisioning delay for that model line.

    Validation checks:

    • nonzero quota appears in at least one alternative region/data zone,
    • or support confirms availability timeline / eligibility state for your subscription.
