Try using this process to reset your device, if this process is unsuccessful, your recovery image may be corrupt, and the best option is to backup your files, then create a bootable Windows USB and use that to clean install Windows on your device, that process will also create a new recovery image on your PC.

Click the power icon on the Login screen.

Press the Shift Key and click Restart

Your PC will boot into the Windows Recovery Environment

Go to Troubleshoot - Advanced Options - Reset this PC

Choose to keep nothing and select the Cloud reset option.

    Then start the Reset

    Try these steps in order:

    1. Start the reset from Windows settings:
      • Open Settings > System > Recovery.
      • Next to Reset this PC, select Reset PC.
      • Choose Keep my files or Remove everything.
      • Then choose Cloud download or Local reinstall.
      • Follow the on-screen steps.
    2. If reset fails from Windows, try it from Windows Recovery Environment:
      • From the sign-in screen, hold Shift and select Power > Restart.
      • Go to Troubleshoot > Reset this PC.
      • Choose the reset option again.
    3. If a blue screen or black screen appears during reset, do not turn off or manually restart the laptop. The reset process can leave the screen black for a long time, and restarting it manually can cause the reset to fail.
    4. If the device asks for a recovery key during reset, the drive is encrypted with BitLocker. The BitLocker recovery key is required to continue.
    5. If the reset keeps failing, a clean reinstall of Windows may be needed. This removes apps, settings, and depending on the option used, personal files.

If the laptop is a Surface device, Microsoft recommends Cloud download when available.
