Microsoft 365 features that help users manage their subscriptions, account settings, and billing information.
Because the recovery-code page has returned the same service error for five months, stop waiting and contact Microsoft Support under Other Products → Manage account security, asking them to investigate the persistent recovery-code transaction failure.
Contact the correct support queue
Since the general support option did not help, use this specific routing:
- Open Contact Microsoft Support.
- Sign in with a different working personal Microsoft account if the affected account cannot sign in.
- Enter Account recovery code shows temporary service problem and select Get Help.
- Select Contact Support.
- Choose:
- Product: Other Products
- Category: Manage account security
- Select Chat with a support agent in your web browser if offered.
- Provide:
- The affected account address.
- The screenshot, with the recovery code concealed.
- The exact error text.
- The fact that it has persisted for five months.
- The approximate date and time of the latest failure.
- Browser/device details.
- Ask the agent to investigate a persistent technical failure when submitting a 25-character recovery code, rather than asking them to bypass account verification.
This is the remaining route documented for the same combination of a recovery code and recurring “temporary problem with the service” error.^1^ Support agents cannot manually send verification codes, reset links, or change protected account details, but they can route technical support for the failing recovery process.^2^
Check whether that recovery code is still valid
A recovery code stops working immediately if another recovery code was generated later. Microsoft does not allow an existing code to be retrieved or downloaded.^3^
If the account remains signed in on any trusted browser or device:
- Open the Microsoft account Manage how I sign in security page.
- Find Recovery code.
- Select Generate a new code.
- Save the new 25-character code securely.
- Use the new code; do not use any older copy.
Caution: generating a new code permanently invalidates all previous recovery codes.
If there is no signed-in session, a new recovery code cannot be generated. You have already reached the correct submission screen; recovery codes are not case-sensitive and can be entered without spaces or dashes.^3^
Important two-step verification limitation
If two-step verification is enabled and no registered verification method is accessible, the normal account-recovery form cannot override it. Microsoft states that support agents cannot access the account or change its security details.^4^
If two-step verification is not enabled, use the Sign-in Helper or account recovery form instead. Microsoft normally responds to recovery-form submissions within 24 hours, and unsuccessful submissions can be retried up to twice per day.^4^
If sign-in explicitly says the account is locked or suspended, follow the reinstatement link displayed in that message; that is a separate process from recovery-code submission.^5^
