I'm afraid that no one here would be able to give a yes or no as to the use of VPN's for your console. However, I would like to mention that Xbox does recommend against using one. You can read more about what you are and are not allowed to do on Live as well as possible reasons for suspensions via https://enforcement.xbox.com
That being said, if you need to use a hotspot from your phone or other device then that would be allowed.

Where you need to be careful is with transactions: in some situations you may be required to turn the VPN off for purchases, redemptions, or other transactions, especially if it’s masking your location.
So, VPN for normal play and privacy: fine. VPN to fake your region for buying or redeeming content: not allowed.

Individual service providers may not want you to use a VPN with their services, because it disguises your location. They can ban you from their service if they detect that you are using a VPN.
