i need to know if running a vpn hotspot connection to my console is ok?
It's not illegal to use a VPN, unless you live in one of the countries where using a VPN is forbidden.
Individual service providers may not want you to use a VPN with their services, because it disguises your location. They can ban you from their service if they detect that you are using a VPN.

I'm afraid that no one here would be able to give a yes or no as to the use of VPN's for your console. However, I would like to mention that Xbox does recommend against using one. That being said, if you need to use a hotspot from your phone or other device then that would be allowed.
Yes — using a VPN with XBOX is allowed for privacy or security while browsing or gaming.
Where you need to be careful is with transactions: in some situations you may be required to turn the VPN off for purchases, redemptions, or other transactions, especially if it’s masking your location.
So, VPN for normal play and privacy: fine. VPN to fake your region for buying or redeeming content: not allowed.
