Microsoft Store W-8BEN tax treaty mismatch and Engage Center login issue

Hello,

I am an individual developer in Japan preparing to publish a Windows app on Microsoft Store.

Issue 1: W-8BEN PDF mismatch

In the S&P E-W8 questionnaire, I selected Other Copyright Royalties, U.S.-Japan tax treaty Article 12(1), and a 0% withholding rate.

However, the generated W-8BEN PDF shows Independent Personal Services on Line 10, while the treaty article and withholding rate are blank. This happened repeatedly.

Is this expected behavior? Will the treaty claim be recorded correctly if I sign and submit the form? If not, how can it be corrected?

My Google Play W-8BEN was approved with a claimed 0% rate for Other Copyright Royalties, although I understand this does not determine the tax treatment of Microsoft payments.

Issue 2: Engage Center login

I cannot create a support ticket because Engage Center remains stuck loading. The S&P form also repeatedly displayed: Error occurred in SSOlogin method.

How can I access the appropriate support team to resolve these issues?
