Partner Center permissions and workspaces inaccessible despite Global Administrator role. Multiple support cases closed without resolution.

Has anyone experienced Microsoft Partner Center support repeatedly closing tickets without resolving the underlying issue? I'm trying to figure out how to get a technical problem escalated to someone who can actually investigate it.

I've been experiencing several Partner Center issues, including:

  • Marketplace offers displaying "Access not granted."

User Management being inaccessible.

Missing administrative permissions and problems with membership features, despite being my organization's Global Administrator.

My experience with support so far:

Opened a case in early October and completed the recommended troubleshooting.

A Microsoft representative confirmed in writing that further investigation was necessary.

The case was subsequently closed without resolution or follow-up.

Submitted a second request for escalation, which was also closed without addressing the problems.

Contacted Microsoft 365 Support, but was told Partner Center was outside their scope.

Microsoft also terminated our AI Cloud Partner Program Agreement during this process, although the technical issues existed beforehand.

Has anyone dealt with something similar? Is there a way to reach a Partner Center support manager or technical team when the normal support process isn't working?

I'd really appreciate any suggestions from others who've successfully navigated this.Has anyone experienced Microsoft Partner Center support repeatedly closing tickets without resolving the underlying issue? A Microsoft Entra Global Administrator must still hold the applicable Partner Center program roles, so first restore the missing Marketplace or membership role and then submit one consolidated Partner Center case if access remains blocked.

    1. Check and remediate the effective Partner Center roles

    1. In Partner Center → Settings → Account settings → My access (or Overview → View permissions), record the roles and workspaces currently assigned to your account.
    2. Use the account picker to select the affected Marketplace seller/publisher account. Marketplace permissions can belong to a specific seller account.
    3. Check for the roles required by each affected function:
      • Marketplace Offers: Owner, Manager, or Developer, depending on the operation.
      • Marketplace user/role administration: Owner or Manager.
      • Membership and benefits: MAICPP Partner Admin.
      • Commercial-program user administration: Global Admin, Account Admin, or User Management Admin, subject to the role being assigned.

Global Administrator is recognized in Partner Center, but it does not replace Marketplace-specific Owner, Manager, or Developer roles. Partner Center documents the role-to-workspace mapping and assignment process ^1^.

If an appropriate administrator remains available:

    1. Go to Settings → Account settings → User management.
    2. Select the affected user.
    3. Select the missing program-specific roles and choose Update.
    4. Allow up to one hour for propagation, then sign out completely and sign back in.

For Marketplace roles, the administrator must first select the correct seller account; an Owner or Manager can assign those roles.

If the seller account has no active Owner

Have an Admin or Account Admin submit the dedicated Owner-update request:

    https://partner.microsoft.com/dashboard/support/servicerequests/create?stage=2&topicid=851db919-c330-d61f-c3ad-6b643755d05c

    Include:

    • Organizational consent to change the Owner.
    • Proposed Owner’s Microsoft Entra work-account address.
    • Publishing tenant name and tenant ID, available under Account settings → Tenants.

This guarded recovery path is specifically documented for Marketplace or developer accounts that no longer have an active Owner ^2^.

    2. Separate permissions from organization-status restrictions

Check Partner Center → Account settings → Legal profile and capture the status of:

    • Vetting: must be Authorized for the applicable program.
    • Enrollment: must be Active.
    • Required agreements: must be accepted.

A nonauthorized vetting state, inactive enrollment, or unaccepted agreement can disable user management, membership purchases, and Marketplace publishing even when the user has the correct role ^2^.

Because the AI Cloud Partner Program agreement has now been terminated, record the exact current enrollment and agreement states. The documentation does not establish that termination caused the earlier access failures, but the present inactive state can independently prevent affected operations.

    3. Escalate through the Partner Center case channel

Since the earlier troubleshooting was completed and the cases were closed, create one new Partner Center request that explicitly asks for case linkage and technical escalation, rather than opening separate cases for each symptom:

    1. Sign in to Partner Center.
    2. Select AI assistant in the upper-right corner, describe the issue, and select Contact Support. If AI assistant is unavailable, select Help (?) → Contact Support.
    3. Choose the workspace most directly affected, review the suggested solutions, and select Create support request.
    4. Track it through Help (?) → View my support requests. This displays both open and closed Partner Center tickets ^3^.

The documented support workflow applies to all Partner Center partners ^4^. Microsoft does not document a public, direct Partner Center support-manager or engineering contact outside that process.

Attach a concise escalation package containing:

    • Previous Partner Center case numbers and closure dates.
    • The written statement that further investigation was required.
    • Screenshots of My access, selected seller account, and the exact “Access not granted” message.
    • Vetting, enrollment, and agreement states.
    • A timestamped sequence showing that the access failures preceded agreement termination.
    • Exact affected workspace, operation, account/location, and reproduction time.
    • A request to identify the closing reason and route the case to the team responsible for Partner Center authorization and program state.

Do not have another ordinary Partner Center user open the same case on your behalf merely to obtain escalation; Microsoft warns this can delay resolution and prevent the affected user from seeing or managing the request. Use another user only where that user is the applicable Owner, Manager, Admin, or Account Admin performing the documented role or Owner-recovery action ^4^.
