Hello,

I'm experiencing exactly the same issue (error 715-123420) when trying to deploy models in Microsoft Foundry.

I'm using an Azure Free Trial subscription in the Italy North region for Microsoft Learn educational exercises.

All deployment attempts fail with the same unusual activity error, despite having sufficient TPM quota.

The Azure automated diagnostic has identified a probable account-level anti-abuse restriction.

Unfortunately, my Basic support plan does not allow me to open a technical support ticket, and I don't intend to purchase a paid support plan for an educational exercise.

Could a Microsoft moderator please contact me privately to collect the necessary details and escalate this issue to the Real-Time Fraud Protection (RTFP) team for manual review?

I can provide my subscription ID, resource ID, correlation ID and error timestamps privately.

Thank you for your assistance.

    Hello Ludovico Manzotti

Error 715-123420 is consistent with an account-level security/risk validation block in Microsoft Foundry, commonly associated with Real-Time Fraud Protection (RTFP). This occurs before model provisioning, so having sufficient TPM quota does not necessarily allow deployment.

Since you're using Azure Free Trial with Basic Support, I recommend:

    1. Try Azure Portal → Help + support → Create a support request → Subscription management, requesting a review of the suspected RTFP restriction. However, some customers report that these requests are redirected to paid technical support.
    2. Provide your subscription ID, Foundry resource ID, correlation ID, exact UTC timestamp, and the automated diagnostic result only through a private support channel.

Avoid repeatedly recreating resources or changing regions, as this is unlikely to resolve an account-level restriction.

Similar cases successfully resolved by Microsoft:

Only Microsoft can verify the exact restriction and determine whether it can be lifted. A paid support-plan upgrade should not be presented as the only possible route when similar Q&A cases have received private Microsoft follow-up.
