Press and release the left and right Ctrl keys individually, then turn off Sticky Keys; this normally clears the modifier state represented by both Ctrl keys being highlighted on the On-Screen Keyboard.
Clear the Ctrl state
- Press and release the left Ctrl key several times.
- Press and release the right Ctrl key several times.
- On the On-Screen Keyboard, click each blue Ctrl key once.
- Press and release both Shift, Alt, and Windows keys as well. Releasing every modifier key can clear a stuck software state.^1^
- Close and reopen the On-Screen Keyboard with Windows key + Ctrl + O.^2^
Turn off keyboard accessibility features
In Windows 10, open:
Start → Settings → Ease of Access → Keyboard
Turn off:
- Use Sticky Keys
- Allow the shortcut key to start Sticky Keys
- Use Filter Keys
- Use Toggle Keys
Sticky Keys allows modifier keys such as Ctrl to remain active for multi-key commands, so an accidental activation can produce this behavior.^3^
Restart the computer afterward and check whether the Ctrl keys remain blue.
If Ctrl becomes blue again
This suggests Windows is receiving a continuous Ctrl input from a keyboard rather than merely retaining an On-Screen Keyboard selection.
- Disconnect any USB or Bluetooth keyboard.
- Check that neither physical Ctrl key on the Dell keyboard is jammed. Gently press each around its edges and remove visible debris; do not pry off the keycap.
- Restart and test the On-Screen Keyboard again.
- If the problem remains, open Device Manager → Keyboards, double-click the keyboard, select Driver → Update Driver, and follow the prompts. Also check Settings → Update & Security → Windows Update → Check for updates.^4^
If both Ctrl keys still appear active after Sticky Keys is disabled and keyboard drivers are updated, the built-in keyboard or its controller may be generating a stuck Ctrl signal. Have the Dell Latitude keyboard tested by Dell support or a repair technician; keyboard replacement may be required.
