Sending, receiving, and organizing email in Outlook on the web for business
Because the same HTTP 500 StartupData failure occurs in Outlook on the web and the desktop app, send the screenshot and error details to your Microsoft 365 administrator for Exchange Online mailbox, licensing, and provisioning checks rather than repeating browser or Outlook repairs.
Administrator actions
- Check Exchange Online service health
- Open Microsoft 365 admin center → Health → Service health → Exchange Online.
- If an applicable incident appears, monitor that incident for recovery updates rather than changing the mailbox configuration. Microsoft recommends checking service health before further troubleshooting.^1^
- The public status page currently does not show a broad outage, but tenant-specific incidents may appear only in the authenticated admin center.^2^
- Verify the affected user has a valid Exchange Online license
- Go to Users → Active users → select the user → Licenses and apps.
- Confirm that:
- A valid Microsoft 365/Exchange Online license is assigned.
- Exchange Online is enabled under Apps.
- If the license is missing, assign one. If Exchange Online is disabled, enable it and save. Exchange Online disconnects a regular mailbox when its license is removed or expires; reassigning the license within 30 days reconnects it.^3^
- Allow the change to provision before testing again. Provisioning normally takes less than 30 minutes but can take up to 24 hours in some cases.^4^
- Run the mailbox and connectivity diagnostics
- In Microsoft 365 admin center → Help & support, enter the affected user and run:
- Recipient failure / Exchange Online recipient diagnostic to check mailbox provisioning.
- Outlook User Connectivity to test service-side settings that affect Outlook connectivity.
- Alternatively, in the Exchange admin center, open Troubleshoot → Diagnostics → Recipient.^5^
- These diagnostics provide findings and remediation instructions but do not change the tenant without administrator consent.
- In Microsoft 365 admin center → Help & support, enter the affected user and run:
The Microsoft 365 admin-center diagnostics are unavailable in GCC High, DoD, and Microsoft 365 operated by 21Vianet; use available Exchange admin center or Exchange Online PowerShell diagnostics, or contact support. The Outlook User Connectivity diagnostic is also unavailable in Microsoft 365 Germany and certain government environments.^5^^6^
If the license and diagnostics do not resolve it
Have an administrator open Microsoft 365 admin center → Help & support → Contact Support. If all subscriptions were purchased through a partner, contact that partner instead.^7^
