The time change in France is not identified as a cause in the available Surface guidance. For a Surface Pro 9 that shows the logo, flashes, and then does not continue, use these steps in order:
- Disconnect everything connected to the Surface.
- Remove USB drives, SD cards, USB accessories, external monitors, the Type Cover, and disconnect from any Surface Dock.
- Try turning it on again.
- Charge it with the power supply designed for the Surface.
- Leave it charging for at least 15 minutes.
- Then close and reopen the lid or keyboard and press the power button.
- Try the display wake shortcut.
- Connect a keyboard or use the integrated keyboard.
- Press Windows logo key + Ctrl + Shift + B.
- Force a shutdown and restart.
- Press and hold the power button until the logo screen appears again, about 20 seconds.
- If the device reaches Windows after this, install the latest Surface and Windows updates.
- If it is still stuck on the logo screen, use a USB recovery drive.
- Shut down the Surface.
- Insert the USB recovery drive.
- Press and hold Volume Down, then press and release Power.
- When the Surface logo appears, release Volume Down.
- If it still cannot boot, and especially if it also cannot boot from USB or open UEFI, the accepted Microsoft Q&A guidance indicates this is likely a motherboard or firmware failure and there is nothing more to fix at home. At that point, use a service option such as self-repair, sending it to Microsoft, or in-person support.
