Hi,
This could possibly be a hardware issue. Could you provide the specifications of your desktop or the model of your laptop?
Thanks

Turned on my computer today and saw a black screen. "Your device ran into a problem and could not be repaired. Click or press enter to see recovery options. Couldn't connect to the network. Log File: E\Windows\System32\Logfiles\Srt\SrtTrail.txt"
I press enter and try multiple troubleshooting guides. Eventually I decide I should try to redownload windows from USB. I have tried multiple times to download the newest version of windows from my USB. It never works. I've tried it on all available Disk Partitions. Even downloaded Intel Rapid Storage Technology Driver. Didn't help. Every time I try to install Windows it freezes at about 33% on the black screen. I've even tried installing a different OS system. What is wrong?

Because Windows Setup and a different operating system both freeze, stop repeating the installation for now and run the PC manufacturer’s pre-boot storage and memory diagnostics; the evidence does not identify one failed component, but the repeatable failure outside the installed Windows environment makes hardware, firmware, or installation media the next areas to isolate.
A clean installation deletes personal files, applications, settings, and manufacturer customizations.^1^
If files are still needed:
notepad.exe
If BitLocker is enabled, recovery tools might require the BitLocker recovery key.^2^
Open the computer manufacturer’s UEFI/BIOS diagnostic environment—the startup key and menu name vary by manufacturer—and run:
Repeated installation failures are a reason to run the manufacturer’s pre-boot drive diagnostics; if the storage test reports an error, arrange an SSD replacement through the manufacturer or warranty provider.^3^
If the machine has multiple RAM modules and the diagnostics freeze or report errors, have the memory tested one module at a time by the manufacturer or a repair technician. Do not purchase an SSD or RAM solely because Setup stops at 33%; that percentage does not identify the defective component.
Power the PC off and disconnect everything except:
Remove docks, external drives, printers, hubs, and newly added hardware. Microsoft recommends removing nonessential hardware when diagnosing Windows installation failures.^4^
If BIOS settings were customized, load the manufacturer’s default settings rather than changing storage-controller modes at random. A storage-mode change can make an existing installation or drive inaccessible.
Eliminate the USB and image as variables:
If the data is backed up and a clean installation is intended, delete partitions only on Disk 0, stop when it shows Disk 0 Unallocated Space, select it, and choose Next. Do not delete partitions on any other disk.^1^
If extended diagnostics pass but fresh Microsoft and OEM media both freeze—especially if another OS also freezes—the remaining issue requires physical isolation of the RAM, SSD, motherboard, CPU, or graphics hardware. Record:
Provide those results to the manufacturer or a repair shop. Persistent crashes after a bootable-USB installation are treated in a closely matched Microsoft Q&A case as an indication to investigate underlying hardware rather than continuing Windows repair commands.^6^
