Hi Lilian,

This error usually occurs when the form's sharing permissions are restricted and the recipient does not meet the required access conditions.

Please check the form's sharing settings:

  1. Open the form in Microsoft Forms.
  2. Select Collect responses (or Share).
  3. Review the Who can fill out this form setting:
    • Anyone can respond: Anyone with the link can open the form without signing in.
    • Only people in my organization can respond: Recipients must sign in with an account from your organization.
    • Specific people in my organization can respond: Only the users you've explicitly added can access the form.

If external recipients are receiving the message "Sorry, you need access", the form is likely configured for organizational users only. Changing the setting to Anyone can respond should allow external users to access the form, provided your organization's policies allow anonymous responses.
If Anyone can respond is not available, ask your Microsoft 365 administrator to verify the following:

  1. Sign in to the Microsoft 365 Admin Center and navigate to Settings > Org settings.
  2. Open the Services tab and select Microsoft Forms.
  3. Under External sharing, ensure that Send a link to the form and collect responses is enabled. This setting allows users to share forms with people outside the organization and collect responses from them.
  4. Save the changes. Then return to the form, select Collect responses, and generate a new response link before sharing it again.

For more information, please consult Admininstrator settings for Microsoft Forms - Microsoft Forms Admin | Microsoft Learn

Additionally, verify that the link being shared is a response link created from Collect responses and not a collaboration/edit link. Sharing an edit link can cause recipients to see messages such as "Sorry, you need access" or prompts to sign in with an account that can edit the form.

Please note that If the form contains a File Upload question, Microsoft Forms requires respondents to sign in with an account from the organization, and external/anonymous responses are not supported.

If your organization's policies do not allow external sharing, set the form to Only people in my organization can respond and ensure that recipients sign in with an account from the same organization.

If you have any questions or need further assistance, please feel free to share them in the comments on this post.

Create and resend a Collect responses link; the message about needing an account that can edit the form indicates that the current URL is an editing or collaboration link rather than the respondent link.

  1. Open the form in Microsoft Forms.
  2. Select Collect responses in the upper-right corner.
  3. Choose the appropriate audience:
    • Anyone can respond — recipients inside or outside your organization can open and submit the form.
    • Only people in my organization can respond — recipients must sign in with a work or school account belonging to your organization.
    • Specific people in my organization can respond — only the people or groups you select can access it.
  4. Select Copy link and send this newly copied URL to the recipient. ^1^

A respondent URL normally contains a path similar to responsepage.aspx. A URL containing DesignPageV2.aspx is for editing the form and requires an authorized account. ^2^

Do not copy the link from More form settings → Collaborate or Duplicate unless the recipient is meant to edit the questions and access response data. Collaboration links grant co-authoring access and remain subject to the selected collaboration permissions. ^3^

If “Anyone can respond” is unavailable

For a work or school account, your organization may have disabled external Forms sharing. A Microsoft 365 administrator should check:

  1. Microsoft 365 admin center → Settings → Org settings
  2. Open the Services tab and select Microsoft Forms.
  3. Under External sharing, verify that Send a link to the form and collect responses is enabled.
  4. Select Save changes, then create a new Collect responses link. ^4^

If external sharing cannot be enabled under your organization’s policy, use Only people in my organization can respond and ensure the recipient signs in with an account from the same organization.
