I'm an individual Microsoft Store developer (seller ID 85212260, product ID 9MTZRRZ1VJ08) and I want to change my app from free to paid.

  1. When I submit the update, Partner Center says: "You need to update your tax and payout information before you can charge money."
  2. Account settings > Payout and tax profile assignment shows: "You are either currently not enrolled in any incentive programs for which tax and payment profiles can be managed or don't have permissions to update tax and payment details." The "Payout and tax profiles" page only says I have no payout profile, and there is no button to add one.
  3. I tried to get support:
    • Partner Center > Help + support > Account settings > Payout and tax (Marketplace offers) > Create support request: the final "Submit" always fails with "There was a problem creating the service request. Please wait 10 minutes and try again." I retried several times over two days.
    • Windows developer support page > "Create support case (MSA)" opens Engage Center, which never loads (403 in the browser console).
    • I also posted in the Chinese Q&A on 2026-10-21 (question 6044549), no reply yet.

My account type is Individual and the account status is Active. Could a Microsoft moderator please escalate this so payout/tax profile setup can be enabled for my account, or tell me the correct way to open a support ticket as an individual (MSA) developer?

Thank you.
