Store developer enrollment fails with BDK_E_BADZIP – Romania

My Microsoft Store developer enrollment (company account, Romania) fails at the last step, "Account verification", with:

Enrollment Failed: UpdateAccount API failed – BDK_E_BADZIP (Invalid ZIP code), ErrorCode 10021.

An earlier attempt failed the same way with CreateAccount API.

Company: Kick Solutions SRL, Bucharest, Romania, postal code 050151 (valid 6-digit Romanian postal code).

Update: In Partner Center > Account settings > Legal info, the Seller contact address had postal code "0". I corrected it to 050151 and saved, and I also added the address to my Microsoft account billing profile, but every retry still fails with BDK_E_BADZIP. It seems the pending enrollment keeps the old address, and the Business details step can no longer be edited.

I cannot reach support: the Partner Center AI assistant does not work, I have no "Apps and games" workspace, and "Create support case (MSA)" opens Engage Center, which says I have no workspace.

Could a Microsoft moderator please escalate this, so the pending enrollment can be refreshed or reset? I can provide the tracking GUIDs and company registration documents privately.
