I am a consultant and a client has asked me to convert some documents into forms for them so their employees can digitally track important information. How do I take a form that is created in my companies installation of Office under my ownership to this other organizations installation under a different user?

Hi Danah,

As mentioned in the AI answer, Microsoft Forms does not provide a direct way to transfer ownership of a form, including its existing responses, between two different organizations. However, there is a practical alternative: you can share the form as a template, allowing your client to create their own copy.

You can do this as follows:

  1. Open the form in Microsoft Forms.
  2. Select Collaborate or Duplicate. If you do not see this option, select Share.
  3. Under Share as a template, select Get a link to duplicate.
  4. Copy the generated link and send it to the appropriate person in your client’s organization.
  5. Ask the client to open the link while signed in with their own work account and create their copy.

The duplicated form will belong to the client’s account and can be customized and used within their organization. Please note that only the form’s content, questions, formatting, and layout are copied. Existing responses are not transferred.

You can find more details here: Share a form or quiz as a template.

If the template-sharing option is not available due to your organization’s sharing settings, you may need to check with your IT administrator regarding the Forms external sharing configuration.

I hope this provides a practical way to hand the forms over to your client while allowing them to maintain their own copy. If you have any questions or concerns, please let me know.

Best regards.

Microsoft Forms does not support moving a form from one Microsoft 365 organization to a different organization or tenant.

A form stays tied to the tenant where it was created. Exporting it to PDF and uploading it elsewhere only creates a static copy and does not transfer the form, its functionality, or its response collection.

    What is supported:

    1. Move a form to a group within the same organization.
      • In Microsoft Forms, go to All My Forms.
      • Select More options on the form.
      • Choose Move.
      • Select the target Microsoft 365 group.
      • This only works when the destination group is in the same organization and the form owner is a member of that group.
    2. Admin transfer for a departed employee within the same organization.
      • This is only for forms owned by someone who has left the organization or whose account is disabled/deleted.
      • It does not transfer forms across organizations.

For the scenario described, the practical solution is to recreate the form in the client’s Microsoft 365 tenant. If needed, the existing source material can be used to manually rebuild it there. If the source documents are in Word or PDF format on a local hard drive, Microsoft Forms can import them using Quick Import.
