Unable to Access All Global Administrator Accounts – Microsoft 365 Education Tenant Recovery

Hello Microsoft Support Team,

We are Phatthalung Technical College, Thailand.

Our Microsoft 365 Education tenant is ptloffice.onmicrosoft.com, with the verified domain ptl.ac.th.

We have lost access to all known administrator accounts and cannot access the Microsoft 365 Admin Center.

Our previous Microsoft reseller confirmed that our subscriptions have expired and that they no longer have delegated administrative privileges to assist with tenant recovery.

We still have full control over the DNS records for ptl.ac.th and can provide official institutional documentation to verify ownership.

We have also contacted Microsoft Support by phone but were unable to complete the recovery process.

We would like to request guidance on opening a support case with the Microsoft Data Protection / Tenant Recovery team to verify ownership and restore Global Administrator access to our existing tenant.

Please advise how we can initiate the recovery process without access to an existing Global Administrator account.

Thank you.

Call Microsoft’s Thailand support number 1800 012 705 and request a service request for Microsoft 365 tenant lockout, explicitly asking for escalation to the Data Protection/Tenant Recovery team.^1^

    What to say to support

Since the previous telephone attempt did not complete the recovery process, use this precise description to distinguish the issue from an ordinary password reset:

This is a Microsoft 365 Education tenant lockout. No Global Administrator account is accessible, and the former partner has no active GDAP permissions. We cannot open a request through the Admin Center. Please create a service request for the affected tenant and escalate it to the Data Protection/Tenant Recovery team for high-assurance ownership verification and restoration of Global Administrator access.

    If the automated system asks:

    • Product: Microsoft 365 for business/organization
    • Account type: Work or school account
    • Are you an administrator? Yes
    • Are other administrators available? No
    • Request: Create a service request for complete tenant lockout

Microsoft’s tenant-recovery guidance specifically directs organizations that cannot access any portal to call customer service. Microsoft then performs high-assurance identity verification and, after validating ownership, helps a designated Global Administrator regain access to the existing tenant rather than issuing a new tenant.^2^

Your former reseller cannot perform the recovery without active GDAP access or the appropriate roles. Where no other Global Administrator and no usable partner relationship exist, the tenant owner must contact Microsoft Support directly.^3^

    Prepare for ownership verification

Have the following available when the recovery agent contacts you:

    • Tenant’s initial onmicrosoft.com domain
    • Verified custom domain
    • DNS access sufficient to create a verification record when instructed
    • College registration or other official institutional documents
    • Name, title, institutional email, and telephone number of the authorized representative
    • Previous subscription, invoice, reseller, or billing details, if available
    • Names or sign-in addresses of former administrator accounts, if known
    • Any case/reference number from the earlier telephone contact

Provide account, billing, identity, and tenant information only through the private support case or direct communication from the assigned agent—not in this public Q&A thread. A closely matching tenant-lockout case confirms that Data Protection engagement is performed through a support ticket and that the team contacts the organization by email or telephone.^4^

If telephone support still cannot create the case

As a fallback, a matching Microsoft Q&A escalation advises creating a separate Microsoft 365 Business trial tenant, signing in to its Admin Center, and selecting Help & support to open a ticket.^5^

    In that request:

    1. State that the ticket is being opened on behalf of a different, inaccessible Education tenant.
    2. Include the affected tenant’s organization and domain names, but no passwords or MFA secrets.
    3. Request that the agent associate/create the case for the affected tenant.
    4. Request transfer to Data Protection/Tenant Recovery.
    5. Supply an accessible institutional email and telephone number for direct verification.

Use this only if the trial is available and telephone escalation continues to fail; do not add the college’s custom domain to the temporary tenant.

After access is restored, configure at least two Global Administrators with distinct credentials and authentication methods, plus documented emergency-access accounts, to prevent another complete lockout.^3^

    Thank you for your response.

We have already contacted Microsoft Support Thailand by phone, but the support agent could not proceed because our organization's name did not match Microsoft's records.

All Global Administrator accounts are inaccessible, and our former Microsoft Partner has confirmed that they no longer have GDAP access.

We still control our organization's DNS and can provide official documentation to verify ownership.

Could a Microsoft moderator or support representative please advise how to open a formal Tenant Recovery support case without access to the Admin Center?

We would appreciate assistance from a human support representative, as the previous telephone support process was unsuccessful.

    Thank you.

Please note that this forum is not Microsoft support, this is a user-to-user support forum. Therefore, I cannot directly escalate this for you. However, I can guide you how to contact Data Protection team.

    Hi @at -

If you have tried phone support and it's not working, please follow this link to create a trial tenant: https://www.microsoft.com/microsoft-365/business/microsoft-365-business-basic?msockid=3eb6980b5c6860e63a588d0c5d1761d6 - after that you will be able to access to Microsoft 365 Admin Center to raise the ticket

Assuming that you have already created an account after registering a free trial and you can go to Microsoft 365 admin center and click "Help & support" icon to raise your ticket.

    User's image

Please mention that you are raising ticket on behalf of the affected tenant that you do not have access to.

On the other hand, if you do create the trial and it resolves the issue, please remember to cancel the subscription afterward to avoid any related charges.
