Looks like the log indicates an existing Microsoft/Azure Information Protection client is already detected or ? (MSIPInstalled = 1)

Error 0x81f40001

You’re also running Viewer 3.1.251.0, which is retired. Currently they lists 3.2.173.0 as the latest GA release.

Try installing/upgrading to the latest Microsoft Purview Information Protection client instead of using the older standalone Viewer installer. The full client includes the Viewer component.
