Hello,

Our Partner Center tax profile (Japan) shows Status "Complete", but Tax Treaty Status shows "False". The payout profile and verification are also "Complete".

On our W-8BEN (individual, sole proprietor) we claimed benefits under the US-Japan income tax treaty: Article 12(1), 0% rate, income type "Other Copyright Royalties".

The Partner Center AI assistant says Microsoft Account users can't open a case there, and the "Dev Center Support" (MSA) page in Engage Center never finishes loading, in both Chrome and Edge InPrivate.

  1. Why does Tax Treaty Status show "False"?
  2. Is anything missing in our tax form, and what should we do to have the treaty rate applied?
  3. Until this is resolved, will US sales of our Microsoft Store app be withheld at 30%?

Thank you.
