    Welcome Roger Harrington,

Thanks for reaching out to Microsoft Q&A Forum. I understand your laptop is repeatedly restarting during the Windows reset process and appears unable to complete the reset.

Does the screen show a percentage or a specific error message before the laptop shuts down? Also, are you able to reach the Automatic Repair or Advanced options screen at any point?

In the meantime, you can try these steps:

1, If the reset screen is still showing progress, leave the laptop connected to its charger and allow it time to complete.

    • Avoid manually powering it off while the reset is actively progressing.

2, If you can reach Advanced options, run Startup Repair instead of starting another reset.

    • Select Troubleshoot > Advanced options > Startup Repair.
    • Allow Windows to complete the diagnostic and repair process, then check whether it starts normally.

3, If Startup Repair does not resolve the startup loop, try System Restore if it is available.

    • Select Troubleshoot > Advanced options > System Restore.
    • Choose a restore point created before the reset problem occurred and follow the prompts.

    Looking forward to your update.

That indicates the Windows reset seems to be failing, try starting a new Reset using these steps.

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

Go to Troubleshoot - Advanced Options - Reset this PC

Choose to keep your files and apps, just your files or to keep nothing

    Then start the Reset
