I have two account and like to merge to one account

Unfortunately Microsoft accoutns cannot be merged. It is simply not supported.
However, if you can give me a bit more context, such as what kind of problems you are hoping to solve by merging accounts, perhaps I can give you some workaround within what's possible.
The biggest problem is having two separate logins with two different emails so when 365 was up for renew it went to the wrong email warning of billing issue . I solved that issue to send notification to right email but my userid is using old email. I am just trying to eliminate mutiple logins or simplify accounts to one.

You said the right email is using an old email address as userID. May I ask if this old email address is an outlook.com, hotmail.com, or gmail.com address? Basically I need to know what is the email address domain?

One and the same account should only be able to have one active Microsoft 365 subscription at a time. At least this applies to individual accounts (business/organization accounts may be different). You may have different types of subscriptions, of course, 365 (= Microsoft Office apps), Xbox etc.
