I am getting the error "This purchase cannot be completed" when trying to deploy a market place model

I can't deploy market place models through Azure AI Foundry anymore. I few weeks ago (9/24/2026) I was still able to deploy Anthropic models (e.g. Opus 5.5). When I try to deploy an Anthropic model now, I get the following after error a while after the deployment starts - [This purchase cannot be completed. Please contact Microsoft support via this link: https://go.microsoft.com/fwlink/?linkid=2101400&clcid=0x409]

Nothing has changed in any of the billing settings, including billing profile -> policy. Azure Marketplace is set the Free+Paid. I receive invoices for the market place models already deployed.

Yes, I have tried to deploy Opus 4.8, Sonnet 5.5 and Haiku 5.5 and all three failed with the same error "[This purchase cannot be completed. Please contact Microsoft support via this link: https://go.microsoft.com/fwlink/?linkid=2101400&clcid=0x409]"

Where would I find the request ID? I found a deployment log yesterday, butIi can't remember where that was.

I did find the correlation IDs for the last two failed attempts:

For Sonnet 5.5 the CorrelationID is 74d9f5eb-cae1-45b7-a4b7-064b8c402d49, and for Opus 4.8: 369f9c73-b213-4ff8-ab3d-060bdb8fed91

Hi there,

I have opened a support request on Azure as well the ticket number is 2610140050001002. Like here I haven't heard back after the initial reply and it has been over 48 hours.

I have found one additional piece of information that might be helpful - its the part of the activity log entry showing the full message.

I looking forward to an answer - currently, I can deploy any new market place models.

I opened the ticket as you suggested. As a result, I received a vetting request from Cognitive Services Gating - completed it and got approved. Now a few days after the approval, I am able to deploy Anthropic models again. Thank you for your help.

We received an update from our engineering team regarding the purchase issue.

Based on their investigation, the purchase appears to have been blocked due to a risk-related restriction associated with the Azure subscription.

To investigate and address this restriction, please create a new Azure support request using the following routing details:

DfM Queue: RiskOps Service Team SAP: Azure / Subscription Management / Account Review

Once the request is routed to the appropriate support team, they will be able to review the subscription-level restriction and assist further.
